Florida Keys Vacation Rentals

In May of 1999, a county ordinance was passed in the Florida Keys. It affected vacation rentals. There would be no more vacation rentals for less than 28 days. This did not pertain to Islamorada, Marathon, some other small islands and parts of Key West. Because of this county ordinance, Key Largo lost more than 1/3 of the tourist revenue.

Im sure other cities did just as bad, if not worse. Why? That is the big question. Most of the home owners complained it was because of the noise and unruly behavior of the tenants. If that was so, why didnt they just call the police to complain? We do have a noise ordinance and it will be strictly enforced, if the police know there is a problem.

Now we really have a problem. The weekly tenants didnt stop renting in the Keys, the owners of these properties just stopped reporting that they have tenants. Prior to the Internet and web sites, it was quite easy to keep track of who rented and who did not. The majority of the leases were in the hands of rental companies.

Most of them followed the new law. But more and more home owners tried the Internet, more and more started renting their nice little second home in the Keys, themselves. How easy, now they dont have to pay a rental company commission or most importantly, the dreaded taxes. When combined amounting to 11.5%.

Plus, they now would not bother getting an occupational license. You say, just have the city fine them for breaking the law? That would work if the city employed enough people, not happening. So now.we still have weekly rentals, the law is being broken, taxes are not being paid by the tenants, the added cost is being passed down to the homeowners.and we still have noise and unruly behavior.
